Proxy to access Yahoo mail and hotmail @ work
Does such a thing exist? By that I mean a non downloadable proxy because our IT dept have blocked downloads, Firefox and any third party email use.

Yes, they do exist - there are thousands of free proxy servers that you can use, just do a search on Google. However, I don't think it'll work for you from work.
To use these proxy servers, you will need to change your "proxy server" settings in internet explorer. However, these have probably already been set to point at your work's proxy server, and therefore by changing them will mean you cannot access the internet anyway.
There are sites that will serve content from their servers, to disguise the origin of the original content, but I'd be wary. It would mean submitting your email passwords to a potentially unsecure site.

If you swap to googlemail then using igoogle you can view and respond to email via the front page there. I use this at work successfully and gmail is actually blocked.

In fact, you can actually use gmail to retrieve email from other POP enabled accounts.
I use my gmail to get my email from Yahoo and Demon, and also from my hdanddvdbargains.com email account and my works email.

I never knew that. Then I guess using the filters you can autofile them into whatever folder you want. Cool.
Focus: Can you not link you account Outlook at work and set up the folder/filters? Or I used to access my Gmail by auto forwarding all messages to my work account and then filtering them.

To do this, I think you need to set your location to be USA - last time i checked it wasn't available to UK accounts. But there's no problems associated with setting your location to USA
Once you've done this, you get an extra option under "accounts" to retrieve mail from other accounts.
It will even allow you to send email as if it is from the other accounts. Which is nice.

Could you explain how to use gmail to get your email from Yahoo Wilko?
I've had a good look around but can't see the option.

You may not even have to do that - my account is set to British English but I still have that option and always have had.
The Yahoo settings, if you don't already have them, are:
Incoming: pop.mail.yahoo.co.uk
Outgoing: smtp.mail.yahoo.co.uk
