No, it doesn't. Using Zoom length as a reference is pretty meaningless to be honest as it is simply the ratio between the two lens sizes. To give you some more useful figures to work with my Panasonic FZ18 has the following specifications (assuming you are shooting at its maximum image size of 8.1 M pixels. As you reduce the image size, you increase the zoom range where it increases to a maximum of 28.7X

Optical 18X zoom, f = 4.6mm to 82.8mm
35 mm film camera equivalent: 28mm to 504mm
The size of your imaging sensor/chip also has to be taken into account (though I don't know the calculations for that. Suffice to say, the bigger the chip the better
