Yes, probably. Tell him you want to see the proof of delivery - he can get this from the royal mail for a fee.
Although it is also quite possible that he is telling the truth. I once had a major dispute with a buyer after she insisted that she hadn't received her DVD, even though I had sent it Recorded Delivery. After investigating and getting a copy of the signature and delivery times etc, it was clear to me that the postman had pocketed the item, scrawled an illegible signature on the delivery docket and made a time up. And what did the royal mail do? Nothing. Absolutely bugger all. And they also wouldn't pay up for the lost item, even though it was clearly fraudulent behaviour by their postman.
So - raise a paypal claim and get your money back.
