I think the basic equation goes something like this:
Cost of making one episode/season of Joey = A
Cost of making one episode/season of Firefly = B
Audience figures for one episode/season of Joey = X
Audience figures for one episode/season of Firefly = Y
If B > A and X > Y then scrap B and make more A
Perceived quality of content does not count anywhere near as much as 'how much profit do we make on this ?' Hence, we are seeing more shows like The Mint and Glitterball here in the UK where production costs are mimimal and profits are significant. At the end of the day, Commercial TV companies are only really interested in the profits they generate for their shareholders not the standard of programmes they produce
Sit-coms, game shows and soap operas are relatively cheap to produce (unless/until the main cast start demanding ludicrous fees) and pull in large audiences. Sci-fi, documentaries and period dramas are expensive to produce and usually pull in smaller audiences. Such is life
