From Eltax website:

New region code for Eltax Spirit and DR-109
How can I change the region code on my Spirit or DR-109 DVD-Receiver...?

Answer:
Please follow instructions below:

1) Press "SETUP" button.

2) Then press "0000" (4 Zero's)

3) Press "NEXT" (Skip forward) button, then a new menu point "VERSION" will appear.

You can now select your preferred region code with up or down arrows on the remote, then press ENTER.

The new reigon code is now selected.

Mine's been dispatched today ! I'm using it in the bedroom but it's handy that it's got a radio onboard as I can use my FM transmitter plugged into PC to play mp3 files. Soopa doopa !

I set the system up on Sunday in spare bedroom and sound & picture are great. I'd highly recommend buying one. They're still on Amazon for £29.99 delivered

Appears to be out of stock now.

However, I would be interested to know whether there is a DTS decoder on board i.e. can this system output the DTS soundtrack on dvds through the speakers, or does the DTS track have to be decoded by an external decoder?

The way my old dvd player worked was that if you selected the DTS track no sound would come out, as it had no internal decoder and was sending it out of the digital outputs at the back waiting for an external reciever to do the decoding. If this player can decode DTS, you'll get sound from this system when you select the DTS soundtrack. I'm guessing the speakers themselves aren't good enough to have a decoder so it'd have to be in the player
