You could also try the Australian retailers - DeVoteD, DVD Crave etc. Its a bit complicated when factoring in the postage, but they look to be around £16 each. The R4 (and its actually R2/4, PAL) has different packaging - four discs in a standard size Amaray case. I personally prefer that to the digipacks, but you may feel the won't fit in with earlier seasons.

can anyone confirm that the region 1 copy of season 6 has a slipcover? i bought 6-8 but only season 6 doesnt have a slipcover and was just wondering if i was meant to recieve one

I don't know I'm afraid, but you would probably get a quicker answer on the Home Improvement Message board (near the bottom of the front page for the series on IMDb.com. You have to sign up to use the message boards if you aren't a member, but it's free and fast and members are usually helpful, and I seem to remember the HI board is fairly active. I had a similar question about one single Season of All In The Family that lacked the slipcase of the others. I got a response from the IMDb message board in about a day I think - all copies lacked it in that instance. Hope you have better luck.

You might also try the External Links on IMDb and see if it was reviewed by the Ultimate Disney site as their reviews are usually pretty thorough about details like pakaging.
