SB it states in the trade rules

7 (ii) If somebody is selling an item which you locate cheaper for sale on a commercial site in NEW condition anywhere else, please post a link to that lower price to corroborate your findings.

So I am led to believe you are allowed to say if something is cheaper elsewhere, could be wrong though
